TITLE OF BILL:
An act
to amend the public authorities law, in relation to discontinuing the
Yonkers toll plaza on the New York state thruway

PURPOSE:
To require the state Thruway Authority to remove the Yonkers Toll Plaza.

SUMMARY OF PROVISIONS:
The public Authorities Law is amended by adding a new section 354-a to
read as follows:
Yonkers Toll Plaza Discontinued. The authority shall discontinue and
remove the Yonkers Toll plaza on the New York state Thruway.

JUSTIFICATION:
The New York state Thruway Authority recently announced that the
Spring valley toll plaza will be discontinued. The stated reason for
removing the plaza was that it caused traffic congestion.
Nearly as many vehicles go through the Yonkers Toll plaza daily. In
addition, the Governor plans to raise certain tolls on the Tappan Zee
Bridge to make up for the loss of revenue from closing the toll plaza
at Spring Valley. Consequently, many Westchester residents are being
forced to pay for the removal of the Spring Valley Plaza. Removing
the Yonkers Toll Plaza will ensure that Westchester residents are not
unfairly disadvantaged and will advance the Thruway Authority's goal
of relieving traffic congestion in the lower Hudson Valley corridor.

LEGISLATIVE HISTORY:
2009/2010 - S.4287 (Died Transportation)

FISCAL IMPLICATIONS:
The authority is instructed to take all necessary means to make up for
the revenue loss from removing the Yonkers Toll plaza.

EFFECTIVE DATE:
This act shall take effect on the sixtieth day after it shall have
become a law.

AN ACT to amend the public authorities law, in relation to discontinuing

 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM
 BLY, DO ENACT AS FOLLOWS:

 

Section  1.  The  public  authorities  law  is amended by adding a new
 section 354-a to read as follows:

 

S 354-A. YONKERS TOLL PLAZA DISCONTINUED. THE AUTHORITY SHALL  DISCON
 TINUE AND REMOVE THE YONKERS TOLL PLAZA ON THE NEW YORK STATE THRUWAY.
 

S  2.  This  act  shall take effect on the sixtieth day after it shall
 have become a law.
