TITLE OF BILL:
An act
to amend the New York state urban development corporation act, in
relation to the economic development fund

PURPOSE:
This bill would create new purposes for the economic development fund to
help fund Biosciences curriculum development and workforce training, as
well as facility improvement in accordance with federal regulations.

SUMMARY OF PROVISIONS:
This bill would amend Subdivision 1 of section 16-m of chapter 174 of
the laws of 1968, constituting the New York state urban development
corporation act, by adding new paragraphs to provide funds to
biosciences research institutions and organizations on a competitive
basis to develop curriculum and administer bioscience specific training
programs for current and prospective industry employees. The bill would
also provide assistance to businesses that conduct basic, applied or
translational research that leads to the development of products that
improve human health or agriculture and that require approval by the
federal food and drug administration based on compliance with federal
Good Manufacturing Practice Regulations.

JUSTIFICATION:
Bioscience-based industries such as those manufacturing medical devices
hold an important place in clusters of the knowledge- based economy in
New York State. In roundtable discussions hosted by the Task Force on
University-Industry Cooperation and the Commission on Science and
Technology, participants called for new legislative initiatives that
benefit the biosciences industry. It was noted that the biosciences are
and are likely to continue to be very important in New York State, and
that New York continues to be a leader in attracting research for
biosciences research.

AN ACT to amend the New York state urban development corporation act, in relation to the economic development fund

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:


Section 1. Paragraph (k) of subdivision 1 of section 16-m of section 1 of chapter 174 of the laws of 1968, constituting the New York state urban development corporation act, as added by section 4 of part FF of chapter 59 of the laws of 2006, is amended and two new paragraphs (1) and (m) are added to read as follows:
(k) Assistance for regional partnership proposals, as provided in subdivision 12 of section 3154 of the public authorities law[.]; (1) ASSISTANCE TO BIOSCIENCES RESEARCH INSTITUTIONS AND ORGANIZATIONS ON A COMPETITIVE BASIS TO DEVELOP CURRICULUM AND ADMINISTER BIOSCIENCE SPECIFIC TRAINING PROGRAMS FOR CURRENT AND PROSPECTIVE INDUSTRY EMPLOY EES, IN CONSULTATION WITH THE NEW YORK STATE FOUNDATION FOR SCIENCE, TECHNOLOGY AND INNOVATION ESTABLISHED PURSUANT TO ARTICLE 10-A OF THE PUBLIC AUTHORITIES LAW. FOR THE PURPOSES OF THIS PARAGRAPH, THE TERM BIOSCIENCES RESEARCH SHALL INCLUDE, BUT NOT BE LIMITED TO, THE BASIC, APPLIED, OR TRANSLATIONAL RESEARCH THAT LEADS TO THE DEVELOPMENT OF THERAPEUTICS, DIAGNOSTICS, OR DEVICES, TO IMPROVE HUMAN HEALTH OR AGRI CULTURE AND THAT REQUIRE FEDERAL DRUG ADMINISTRATION APPROVAL; (M) ASSISTANCE TO BUSINESSES THAT CONDUCT BASIC, APPLIED OR TRANSLA TIONAL RESEARCH THAT LEADS TO THE DEVELOPMENT OF PRODUCTS THAT IMPROVE HUMAN HEALTH OR AGRICULTURE AND THAT REQUIRE APPROVAL BY THE FEDERAL FOOD AND DRUG ADMINISTRATION, IN ORDER TO CREATE OR EXPAND FACILITIES, IN ACCORDANCE WITH GOOD MANUFACTURING PRACTICE REGULATIONS, THAT WILL CREATE OR RETAIN MORE THAN FIFTY JOBS. FOR PURPOSES OF THIS PARAGRAPH, GOOD MANUFACTURING PRACTICE REGULATIONS REFERS TO THOSE REGULATIONS EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. S 2. This act shall take effect immediately; provided, however, that the amendments to section 16-m of the urban development corporation act made by section one of this act shall not affect the repeal of such section and shall be deemed repealed therewith.
