BILL NUMBER:S4521 TITLE OF BILL: An act to amend the public authorities law, in relation to authorizing the dormitory authority to construct and finance certain facilities for The Beacon Institute, Inc. PURPOSE: This bill would allow The Beacon Institute, Inc. through the Dormitory Authority to improve and construct research and education facilities at its upstate research and development center located at the Old Main Building at Clarkson University's downtown campus. SUMMARY OF PROVISIONS: This bill amends paragraph (b) of subdivision 2 of section 1676 and subdivision 1 of section 1680 of the Public Authorities Law to add Clarkson University. JUSTIFICATION: This bill will enable The Beacon Institute to access Dormitory Authority services for the development of future projects at Clarkson University. The Beacon-Clarkson Center for Advanced Environmental Technology (CAET) was founded by Beacon Institute and Clarkson University to create and implement technological innovations that advance research, public policy and education regarding water and water resources. The 13,000 square foot Old Main Building, located at Clarkson University in Potsdam NY will be equipped to provide engineering and technology research and development functions in conjunction with and support of the continued development of the River and Estuary Observatory Network (REON) including but not limited to design, fabrication, construction, testing and eventual commercialization of technology. Funding for this project is already available in the UDC (Urban Development Corporation). LEGISLATIVE HISTORY: New in Senate. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: Immediate.

GRIFFO -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to authorizing the dormitory authority to construct and finance certain facilities for The Beacon Institute, Inc.
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. The undesignated paragraph of paragraph (b) of subdivision 2 of section 1676 of the public authorities law, as amended by chapter 605 of the laws of 2007, is amended to read as follows:
The Beacon Institute, Inc., a domestic not-for-profit corporation formerly known as the Rivers and Estuaries Center on the Hudson, Inc., for the acquisition, financing, refinancing, construction, recon struction, renovation, development, improvement, expansion, furnishing and equipping or otherwise providing for facilities for conducting a program of research and education that advances the understanding of rivers and estuaries and develops policies and practices that benefit the human and natural communities that depend upon these ecosystems, located at Beacon Harbor and Denning's Point in Beacon, New York, The Upper Hudson Research Center at Troy, located at the waterfront in Troy, New York and the Center for Tributary Study, located at Creek Road in Beacon, New York, AND THE OLD MAIN BUILDING AT CLARKSON UNIVERSITY LOCATED IN POTSDAM, NEW YORK.
