S6328-2011 Memo

BILL NUMBER:S6328

TITLE OF BILL:
An act to legalize, validate, ratify and confirm certain
transportation contracts of the Hamburg central school district

PURPOSE:
Relates to the transportation contracts for Hamburg Central School
District.

SUMMARY OF PROVISIONS:
This bill rectifies submission errors made by Hamburg Central School
district when filing transportation agreements from the 2005-06 school
year.

JUSTIFICATION:
The Hamburg Central School District made an error in submitting
transportation contracts for the 2005-2006 school year, and as a
result, the State Department of Education did not approve them. In
order for Hamburg Central to receive the correct amount of state
transportation aid these past contract numbers must now be validated
through special legislation. Failure to receive reimbursement of the
transportation contract costs would create undue fiscal hardship to
the school district and its students.

LEGISLATIVE HISTORY:
2011: S.5607/A.7929, Passed Senate (62-0), Passed Assembly (142-0)
2010: S.7915/A.11125, Passed Senate (61-0), Passed
Assembly (134-2), Vetoed by Governor (Memo No. 6830)
2009: S.2841-B/A.7991A, Passed Senate (58-0), Passed Assembly
(140-0), Vetoed by Governor (Memo No. 56)
2007-08: A.11647A

FISCAL IMPLICATIONS:
This bill would legalize, validate, ratify and
confirm certain transportation contracts for the Hamburg central
school district. All such contracts listed in this bill have already
been approved, claimed and aided by the state education department.
Therefore, there would be no fiscal impact on the department from
this bill.

EFFECTIVE DATE:
This act shall take effect immediately.
