S6766-2011 Memo

BILL NUMBER:S6766

TITLE OF BILL:
An act
to amend the tax law, in relation to authorizing advertising
during quick draw

PURPOSE OR GENERAL IDEA OF BILL:
This bill would allow the Director of the Division of Lottery to
contract for the placement of advertising on any available media
related to an online lottery game (i.e., Quick Draw). The Director
would also be allowed to contract sponsorship of individual draws in
an online lottery game.

SUMMARY OF SPECIFIC PROVISIONS:
Section 1 of the bill would allow the Director of the Division of
Lottery to contract for advertising on any available media between
draws of an online lottery game such as Quick Draw. Individual draws
could also be sponsored. Any such advertising would have to comply
with the Federal Communications Commission's rules for content
regulations, though it may include advertising for alcoholic
beverages with restrictions. The advertising space would be awarded
after the solicitation of bids by the Director.

JUSTIFICATION:
Advertising space could be broadcast upon media between Quick Draw
games; there is the potential to generate considerable revenue for
New York State by contracting out for this advertising space.

PRIOR LEGISLATIVE HISTORY:
New bill.

FISCAL IMPLICATIONS:
There would be no cost to New York State and there could potentially
be large amounts of revenue generated.

EFFECTIVE DATE:
This act shall take effect immediately.
