TITLE OF BILL:
CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
proposing amendments to the constitution, in relation to the use of
public money in aid or maintenance of any school or institution of
learning wholly or in part under the control or direction of any
religious denomination, and repealing section 3 of article 11 of the
constitution relating thereto

PURPOSE:
To repeal the "Blaine Amendment" of the New York State Constitution to
allow for state aid to parochial and religious schools in the state.

SUMMARY OF PROVISIONS:
Section 1 repeals section 3 of article 11 of the Constitution

JUSTIFICATION:
New York State is home to a plethora of diverse religious groups that
require a certain education of their children and under current New
York State law these groups are forced to tolerate the burden of
sending their children to private schools with little or no help from
New York State. The "School Choice Amendment" will abolish the
sections of the New York State Constitution that forbid state aid to
these schools. This will allow for equal treatment under the law of
all students in New York State and help working families bear the
cost of sending their children to a religious school.

              CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY

  proposing amendments to the constitution, in  relation  to  the  use  of
    public  money  in  aid  or maintenance of any school or institution of
    learning wholly or in part under the control or direction of any reli-
    gious denomination, and repealing section  3  of  article  11  of  the
    constitution relating thereto

    Section  1. RESOLVED (if the Assembly concur), That section 3 of arti-
  cle 11 of the constitution be REPEALED.
    S 2. RESOLVED (if the Assembly concur), That the foregoing  amendments
  be referred to the first regular legislative session convening after the
  next  succeeding  general  election  of members of the assembly, and, in
  conformity with  section  1  of  article  19  of  the  constitution,  be
  published for 3 months previous to the time of such election.
