S960-2011 Memo

 BILL NUMBER: S960

 TITLE OF BILL :

An act to direct state agencies which apply for federal medical
assistance waivers to post the status of such applications on the
agency's internet website

 PURPOSE :

Directs state agencies which apply for federal medical assistance
waivers to post information relating thereto on the agency internet
website.

 SUMMARY OF PROVISIONS :

Section 1. Requires every state agency which applies for a federal
medical assistance waiver to post on their public website the
application for the waiver, the status of the waiver, and whether it
has been approved/disapproved.

 JUSTIFICATION :

In order to provide more transparency and accountability in our
healthcare system it is of vital importance that our public is
informed with accurate and up-to-date information. This bill would
provide our citizens the opportunity to monitor the development and
implementation of programs that are not normally covered or reimbursed
in the Medicaid system. Under recent federal law change, all
amendments to a states' Medicaid system must be approved by the
federal government. Posting of the applications will allow
participants in New York's healthcare system to appropriately gauge
potential changes and prepare accordingly.

 LEGISLATIVE HISTORY :

S.7563 of 2010

 FISCAL IMPLICATIONS :

None.

 LOCAL FISCAL IMPLICATIONS :

None.

 EFFECTIVE DATE :
This act shall take effect immediately.
