The department of education, the office of children and family services and the department of health, each shall identify and review existing standards, guidelines and criteria for education, devel- opment or learning in programs under its jurisdiction for children from birth to five years of age including day care centers. S 2. The department of education, the office of children and family services and the department of health shall submit one report which sets out: (a) each department's or agency's review of its standards, guidelines and criteria as required in section one of this act; (b) the standards, guidelines and criteria identified and reviewed pursuant to section one of this act that are aligned among all programs under the jurisdiction of the department of education, the office ofEXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. children and family services and the department of health for children from birth through five years of age; (c) the standards, guidelines and criteria identified and reviewed pursuant to section one of this act that are not aligned among all programs under the jurisdiction of the department of education, the office of children and family services and the department of health for children from birth through five years of age; and (d) recommendations regarding the alignment of standards, guidelines and criteria for education or learning among the programs under the jurisdiction of the department of education, the office of children and family services and the department of health. The report shall be submitted to the governor, speaker of the assembly, temporary president of the senate, and chairs of the assembly and senate education commit- tees by June 30, 2013. S 3. This act shall take effect immediately.
