AN ACT to amend the education law,  in  relation  to  providing  mandate
  relief to local school districts

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 4 of section  1950  of  the  education  law  is
amended by adding a new paragraph oo to read as follows:
  OO.  UPON  APPROVAL  BY A VOTE OF THE BOARD OF COOPERATIVE EDUCATIONAL
SERVICES AND OF THE BOARDS OF EDUCATION OF  A  MAJORITY  OF  THE  SCHOOL
DISTRICTS  PARTICIPATING  IN  THE  INSTRUCTIONAL  PROGRAM OF SUCH BOARD,
SERVE AS THE ADMINISTRATOR  FOR  SUBSTITUTE  TEACHERS,  PRE-KINDERGARTEN
TEACHERS  AND  HUMAN  SERVICES  PERSONNEL  FOR ONE OR MORE OF THE SCHOOL
DISTRICTS.
  S 2. Paragraph h of subdivision 4 of section 1950 of the education law
is amended by adding a new subparagraph 8 to read as follows:
  (8) TO ENTER INTO CONTRACTS WITH BORDERING STATES FOR THE  PURPOSE  OF
PROVIDING  CAREER  EDUCATION PROGRAMS AND TECHNICAL SERVICES TO STUDENTS
RESIDING IN SUCH STATE.
  S 3. This act shall take effect immediately.
