LEGISLATIVE RESOLUTION commending Captain Richard P. Walsh upon the occasion of his retirement after more than 40 years of distinguished service to the Syracuse Police Department WHEREAS, It is the intent of this Legislative Body to commend Captain Richard P. Walsh upon the occasion of his retirement after decades of service with the Syracuse Police Department; and WHEREAS, Captain Richard P. Walsh was appointed to the Syracuse Police Department on May 6, 1970, where he served honorably in various units within the Department; and WHEREAS, Promoted to Captain in 1987, Captain Richard P. Walsh led the Criminal Investigations Division for 23 years; and WHEREAS, While Commanding Officer, Captain Richard P. Walsh managed more than 385 homicide investigations, achieving an 80% closure rate; and
WHEREAS, Over his long and distinguished career, Captain Richard P. Walsh earned four Divisional Commendations, three Bureau Commendations, and one Divisional Commendation, along with numerous letters of appreci ation; and WHEREAS, Captain Richard P. Walsh has remained an active volunteer in the community, working with many local organizations including the St. Patrick Hunger Project, Vera House and Huntington Family Services; and WHEREAS, For more than 25 years, Captain Richard P. Walsh has been a member of the Syracuse Kiltie Pipe Band; and WHEREAS, Since 1982, Captain Richard P. Walsh has been actively involved with the Syracuse St. Patrick's Day Parade and in 2011, was named its Grand Marshal; and WHEREAS, A native of Syracuse, Captain Richard P. Walsh was raised on the city's west side and attended Saint Patrick's School; and WHEREAS, Captain Richard P. Walsh currently resides in Westvale with his wife, Mary, and has two grown sons, Richard and Daniel; now, there fore, be it RESOLVED, That this Legislative Body pause to commend Captain Richard P. Walsh upon the occasion of his retirement after decades of dedicated service to the Syracuse Police Department and the Syracuse community; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be tran smitted to Captain Richard P. Walsh, Westvale, New York.
