BILL NUMBER:S2345 TITLE OF BILL: An act to amend the parks, recreation and historic preservation law, in relation to allowing veterans to fish for free in state parks PURPOSE OR GENERAL IDEA OF BILL: To allow veterans to fish for free in state parks. SUMMARY OF SPECIFIC PROVISIONS: This bill amends the parks, recreation and historic preservation law by adding a new section 13.18 which shall allow veterans of the armed forces of the United States to fish for free at all state parks under the jurisdiction of the office or other state agency. JUSTIFICATION: Veterans have served our country and their compensation for service has been minimal. This bill would offset the financial obligations of sportsmanship, and provide a benefit for their service to our country. PRIOR LEGISLATIVE HISTORY: 2005-2006: A.6961/S.5260 - Passed Senate 2005/Referred to Committees in both houses in 2006. 2007-2008: A.448/S.221- Referred to Committee 2009/2010: Senate & Assembly Referred to Cultural Affairs, Tourism, Parks and Recreation. FISCAL IMPLICATIONS: There is a minimal loss of revenue. EFFECTIVE DATE: This act shall take effect on the ninetieth day after it shall have become a law, with provisions.

SERRANO, ADAMS, DIAZ, HASSELL-THOMPSON, KLEIN, SAVI NO -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend the parks, recreation and historic preservation law, in relation to allowing veterans to fish for free in state parks THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. The parks, recreation and historic preservation law is amended by adding a new section 13.18 to read as follows:
S 13.18 FISHING IN STATE PARKS; VETERANS. NOTWITHSTANDING ANY OTHER PROVISION OF LAW TO THE CONTRARY, THE OFFICE SHALL ALLOW VETERANS OF THE ARMED FORCES OF THE UNITED STATES TO FISH FOR FREE AT ALL STATE PARKS UNDER THE JURISDICTION OF THE OFFICE OR OTHER STATE AGENCY. THE OFFICE SHALL PROMULGATE SUCH RULES AND REGULATIONS AS MAY BE NECESSARY TO CARRY OUT THE PROVISIONS OF THIS SECTION.
S 2. This act shall take effect on the ninetieth day after it shall have become a law, provided, however, that effective immediately, the addition, amendment and/or repeal of any rules or regulations necessary for the implementation of this act on its effective date is authorized and directed to be made and completed on or before such effective date.
