BILL NUMBER:S3064 TITLE OF BILL: An act to amend the executive law, in relation to enacting the "public internet access safety act" PURPOSE OR GENERAL IDEA OF BILL: Provides minors with information on the potential dangers of using the internet concerning sexual predators, on-line bullying, social networking and other safety information. SUMMARY OF SPECIFIC PROVISIONS: The New York State Division of Criminal Justice will establish and maintain an internet website that provides information to minors on the potential dangers of using the internet concerning, but not limited to, sexual predators, safe-blogging, on-line bullying, social networking safety and other internet safety information the division deems appropriate. JUSTIFICATION: Children and teens use the internet daily in public libraries. The internet poses specific dangers to minors, especially in unsupervised settings such as a public library. Currently, when children use a library computer there is no warning about the dangers that exist. To protect our children, it is critical they understand the risks related to cyber-bullying, blogging, social networking sites, online predators and any other potentially dangerous internet activity that exists. AN ACT to amend the executive law, in relation to enacting the "public
internet access safety act"
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Short title. This act shall be known and may be cited as
the "public internet access safety act".
S 2. The executive law is amended by adding a new section 843-a to
read as follows:
S 843-A. PUBLIC LIBRARY HOMEPAGE ON THE INTERNET; WARNING. NOTWITH-
STANDING ANY OTHER PROVISION OF LAW, RULE OR REGULATION TO THE CONTRARY,
THE DIVISION SHALL ESTABLISH AND MAINTAIN AN INTERNET WEBSITE PROVIDING
INFORMATION TO MINORS ON THE POTENTIAL DANGERS TO MINORS USING THE
INTERNET CONCERNING, BUT NOT LIMITED TO, SEXUAL PREDATORS, SAFE BLOG-
GING, ON-LINE BULLYING, SOCIAL NETWORKING SAFETY, AND SUCH OTHER INTER-
NET SAFETY INFORMATION AS THE DIVISION DEEMS APPROPRIATE, AND EVERY
PUBLIC LIBRARY SYSTEM SHALL MAKE THE HOMEPAGE OF THIS WEBSITE THE HOME-
PAGE OF ITS WEBSITE PROVIDING INTERNET ACCESS TO MINORS IN A PUBLIC
LIBRARY.
S 3. This act shall take effect immediately.
