S5570-2011 Memo
BILL NUMBER:S5570 TITLE OF BILL: An act in relation to the designation of technology development centers and to provide funding for such centers PURPOSE OR GENERAL IDEA OF BILL: This legislation extends the designation of entities as regional technology development centers. SUMMARY OF SPECIFIC PROVISIONS: Section 1 provides that entities designated as regional technology development centers as of April 1, 2011 shall remain designated as such through at least March 31, 2012 and that contracts in effect as of April 1, 2011 shall be deemed designated through at least March 31, 2012. The section also establishes that funding shall not be less than the amount received in the previous state fiscal year of 2010-2011. Section 2 establishes an immediate effective date. JUSTIFICATION: The Regional Technology Development centers/Technology Development organizations (RTDCS/TDOS) are designated for five year periods. The current designation for the ten centers will expire on June 30, 2011. The designations are done through a competitive process that has not yet been initiated. It will be very difficult to complete the competitive reprocess within the necessary timeframe. without formal designation/contract, the RTDCs/TDOs will not be able to receive federal funds to help fulfill their mission. This legislation will simply extend the current designation. PRIOR LEGISLATIVE HISTORY: None. FISCAL IMPLICATIONS: The TDO program and the related Industrial Technology Extension Service (ITES) (administered by the RTDCs) have already been appropriated funds in the SFY 2011-12 enacted budget to the amounts of $1,312,000 for the TDO program and $921,000 for ITES. This bill would have no additional fiscal impact. EFFECTIVE DATE: This act shall take effect immediately,
