BILL NUMBER:S6303C TITLE OF BILL: An act to amend the education law, in relation to providing mandate relief to local school districts PURPOSE: This bill provides New York school districts with mandate relief. SUMMARY OF PROVISIONS: Section 1. This section allows BOCES to enter into contracts with bordering states in order to allow student residing in these states to have access to the BOCES' career education programs and technical services and special education services. Section 2. This section allows Boards of cooperative Educational Services (BOCES) to serve as the central administrator for substitute teachers, prekindergarten teachers, special education and human services personnel for two or more school districts. JUSTIFICATION: This bill seeks to provide real mandate relief to school districts. New York school districts already face an enormous financial burden, especially in light of the recent school aid cuts. By allowing BOCES to administer certain services this will consolidate services and reduce the cost to school districts. This bill will hopefully, be a first step, in providing much needed mandate relief to school districts. LEGISLATIVE HISTORY: New Bill. FISCAL IMPLICATIONS: Needs to be determined. EFFECTIVE DATE: The act takes effect immediately.

AN ACT to amend the education law, in relation to providing mandate
relief to local school districts
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Paragraph h of subdivision 4 of section 1950 of the educa-
tion law is amended by adding a new subparagraph 10 to read as follows:
(10) TO ENTER INTO CONTRACTS WITH OTHER STATES FOR THE PURPOSE OF
PROVIDING CAREER EDUCATION PROGRAMS, TECHNICAL SERVICES, PROFESSIONAL
DEVELOPMENT SERVICES, PURCHASE OF CURRICULUM DEVELOPED BY BOCES AND
SPECIAL EDUCATION SERVICES TO STUDENTS RESIDING IN SUCH STATE.
S 2. Subdivision 4 of section 1950 of the education law is amended by
adding a new paragraph oo to read as follows:
OO. UPON APPROVAL BY A VOTE OF THE BOARD OF COOPERATIVE EDUCATIONAL
SERVICES, SERVE AS THE ADMINISTRATOR FOR SUBSTITUTE TEACHERS, PRE-KIN-
DERGARTEN TEACHERS, SPECIAL EDUCATION SERVICES AND HUMAN SERVICES
PERSONNEL FOR TWO OR MORE OF THE SCHOOL DISTRICTS.
S 3. This act shall take effect immediately.
