AN ACT in relation to the implementation of the terms of a written agreement between the city university of New York, as a public employ er, and its employee organization: international brotherhood of team sters local 237; and making appropriations therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. The city university of New York is hereby authorized to implement the terms of the written agreement between the city university of New York, as a public employer, and its employee organization, the international brotherhood of teamsters local 237, in effect for the period from August 18, 2006 through September 17, 2009.
S 2. The salary increases and benefit modifications provided in this agreement for employees of the city university of New York pursuant to section one of this act shall not be implemented until the chancellor of the city university of New York, the commissioner of the New York city office of labor relations and the director of employee relations of the state of New York shall have delivered to the director of the budget and the comptroller of the state of New York a certificate that there is in effect a collective bargaining agreement fully executed in writing and ratified by the bargaining unit members and approved by the board of trustees of the city university of New York which provide for such increases and modifications.
S 3. For the city fiscal year beginning July 1, 2008, the sum of five million three hundred thirty thousand dollars ($5,330,000), or so much thereof as may be necessary, is hereby appropriated to the credit of the fiduciary fund - city university of New York senior college operating fund to implement the terms of the written agreement between the city university and the bargaining unit described in section one of this act. S. 140 2 The moneys hereby appropriated shall be for expenses already accrued, or to accrue after July 1, 2006. No money shall be available for expendi ture from this appropriation until a certificate of approval of avail ability has been issued by the director of the budget and a copy of such certificate or any amendment thereto has been filed with the state comp troller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee.
S 4. The sum of four million five hundred ninety-six thousand dollars ($4,596,000), or so much thereof as may be necessary, is hereby appro priated out of any moneys in the state treasury in the general fund to the credit of the local assistance account for financial assistance to the city of New York to be paid during the city fiscal year beginning July 1, 2008. This sum is available for costs attributable to the writ ten agreement between the city university of New York and its employee organization applicable to the city fiscal years beginning July 1, 2006; July 1, 2007; and July 1, 2008.
S 5. This act shall take effect immediately and shall be deemed to have been in full force and effect upon approval of the written agree ment by the board of trustees of the city university of New York and upon ratification of the written agreement by the employee organization.
