BILL NUMBER:S7124 TITLE OF BILL: An act to amend the county law, in relation to county master electrician licensing PURPOSE OR GENERAL IDEA OF BILL: Authorizes Suffolk County to consider the adoption of a county law regarding master electrician licensing. SUMMARY OF SPECIFIC PROVISIONS: Section one amends Section 236-a of the County Law relating to county master electrician licensing. The county of Suffolk is authorized to establish a board of examiners for master electricians and to empower the board to assume all licensing duties within the county. Local law enacted pursuant to this section shall supersede licensing requirements promulgated by a city. JUSTIFICATION: As a means of collecting revenue, municipalities in Suffolk County have begun requiring electricians to be licensed by that municipality in order to work within the city, town, or villages' jurisdiction. This is a burden for electricians because they have to register with several municipalities and obtain licenses for each. This legislation would empower the Suffolk county Electrical Licensing Board to assume all licensing duties within Suffolk County with respect to the licensure of master electricians. This board would be enabled to issue one single permit at the county level that would allow electricians to work within any municipality contained within Suffolk County without having to procure any additional license, resulting in increased flexibility for electricians. Currently in Suffolk County, only two municipalities issue their own electrical licensing permits. This legislation would pre-empt these licenses and also would stop other municipalities from requiring electrician licensing as a means of revenue collection. PRIOR LEGISLATIVE HISTORY: New Bill. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: Immediately.

AN ACT to amend the county law, in relation to county master electrician
licensing
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subdivision 1 of section 236-a of the county law, as
amended by chapter 343 of the laws of 2008, is amended to read as
follows:
1. Notwithstanding the provisions of the general city law or any other
law to the contrary, the counties of Dutchess, SUFFOLK and Westchester
are each hereby authorized to establish a county board of examiners for
master electricians and to empower such board to assume all licensing
duties within each such county with respect to the licensure of master
electricians. The counties of Dutchess, SUFFOLK and Westchester shall
provide for master electrician's duties and responsibilities in accord-
ance with the local law of each such county.
S 2. This act shall take effect immediately.
