TITLE OF BILL:
An act
to amend the
executive law, in relation to requiring the division of veterans' affairs
to maintain an employment portal on its website

PURPOSE OR GENERAL IDEA OF BILL:
To provide information regarding
resources that are available to assist veterans in' obtaining
employment by maintaining a veterans' employment portal on the
division's website.

SUMMARY OF SPECIFIC PROVISIONS:
This bill would
require the Division
of Veterans' Affairs to provide information regarding resources
available to assist veterans in obtaining employment by maintaining a
veterans' employment portal on the division's website. The portal
shall provide virtual links to appropriate governmental programs on
the federal and state level including but not limited to the United
States Department of Labor and the New York State Department of
Labor, Such information required under this subdivision shall be
maintained and updated annually. It may be available in print as well.

JUSTIFICATION:
Having served and defended our nation,
veterans are
well-trained and highly skilled and will add value to any company.
But today's veterans face unique challenges.

As of June 2011, one million veterans were unemployed and the jobless
rate for post 9/11 veterans was 13.3 percent.

These veterans tend to be young and many worked in sections that were
among the hardest hit by the recession. Post 9/11 veterans were more
likely to be employed in mining, construction, manufacturing,
transportation and utilities, all industries that experienced
significant drops in employment during 2008-2009.

And as we end the war in Iraq and Afghanistan, over one million
service members are projected to leave the military between 2011 and
2018.

We have an obligation to make sure our veterans are able to navigate
this difficult labor marker and succeed in the civilian workforce.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
None.

EFFECTIVE DATE:
This act shall take effect on the
ninetieth day after
it shall have become a law, provided that any rules and regulations


necessary for the implementation of this act On its effective date
shall be promulgated on or before such date.

AN ACT to amend the executive law, in relation to requiring the division
 of veterans' affairs to maintain an employment portal on its website
 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM
 BLY, DO ENACT AS FOLLOWS:

 

Section 1.

Section 353 of the executive law is amended by adding a new
 subdivision 7-b to read as follows:

 7-B.  TO PROVIDE INFORMATION REGARDING RESOURCES THAT ARE AVAILABLE TO
 ASSIST VETERANS IN  OBTAINING  EMPLOYMENT  BY  MAINTAINING  A  VETERANS'
 EMPLOYMENT  PORTAL ON THE DIVISION'S INTERNET WEBSITE. SUCH PORTAL SHALL
 PROVIDE VIRTUAL LINKS TO APPROPRIATE GOVERNMENTAL PROGRAMS ON THE FEDER
 AL AND STATE LEVEL, INCLUDING, BUT NOT  LIMITED  TO  THE  UNITED  STATES
 DEPARTMENT  OF  LABOR  AND  THE NEW YORK STATE DEPARTMENT OF LABOR.  THE
 DIVISION MAY CONSULT WITH MEMBERS OF THE COMMUNITY  DEVOTED  TO  HELPING
 VETERANS  OBTAIN  EMPLOYMENT.  THE DIVISION SHALL MAKE REFERENCE TO THIS
 INFORMATION PURSUANT TO SUBDIVISIONS FOUR-A, FOUR-B, AND FOUR-C OF  THIS
 SECTION  AND  THE  ANNUAL  REPORT TO THE GOVERNOR AND THE LEGISLATURE AS
 PROVIDED  IN  SUBDIVISION  ELEVEN  OF  THIS  SECTION.  SUCH  INFORMATION
 REQUIRED  UNDER THIS SUBDIVISION SHALL BE MAINTAINED AND UPDATED ANNUAL
 LY.  THE INFORMATION MAY ALSO BE MADE AVAILABLE IN PRINTED FORM.
 

S 2. This act shall take effect on the ninetieth day  after  it  shall
 have become a law, provided that any rules and regulations necessary for
 the implementation of this act on its effective date shall be promulgat
 ed on or before such date.
