And \n\n22  You are a compassionate God Yourself. We \n\n 3  rejoice in her peaceful transfer of power to a \n\n 4  democratically elected president.  And we \n\n 5  thank You for the Haitian consulate, Charles \n\n 6  Forbin, whose presence is here with us in the \n\n 7  chambers.  \n\n 8               Help us, O God, to remember that \n\n 9  we as neighbors are Americans and New Yorkers \n\n10  united not by race, religion, blood, nor \n\n11  sexual orientation, but united by commitment \n\n12  to freedom, opportunity, and justice for all.\n\n13               And when we focus not on \n\n14  ourselves but others, when we stop fighting \n\n15  each other, when we forgive and forget, we \n\n16  know that we will not fail to treat our fellow \n\n17  humans beings the way they deserve to be \n\n18  treated.  \n\n19               Forgive us whenever we have not \n\n20  been reminded of this. And I'm \n\n11  honored and privileged to represent a growing, \n\n12  vibrant Haitian community right in Rockland \n\n13  County.  \n\n14               But Haitian-Americans have \n\n15  contributed so much to the State of New York for \n\n16  so many years with great advancements that \n\n17  they've put forth, but also in just the cultural \n\n18  traditions that they share with all of us around \n\n19  the State of New York.\n\n20               Today I'm also honored and \n\n21  privileged:  We have with us Charles Forbin, who \n\n22  is the Consul General of Haiti, who is with us \n\n23  here today.  \n\n24               And this Consul General has been \n\n25  very innovative, hasn't been just the status quo, \n\n\f                                                               2993\n\n 1  but has really sought to reach out to \n\n 2  Haitian-Americans throughout New York State, \n\n 3  particularly in Rockland County -- but not just \n\n 4  in Rockland, throughout the whole state.  \n\n 5               He's staggered the hours of his \n\n 6  office, he's allowed there to be Saturday hours, \n\n 7  he's even allowed accessibility for the elderly, \n\n 8  for the handicapped to be able to submit legal \n\n 9  documents by a representative.  But what he's \n\n10  also working on is to branch out from just his \n\n11  Manhattan office and open satellite offices, \n\n12  trying to do that in Rockland, in Long Island.  \n\n13               So his contributions to help the \n\n14  people of the State of New York, the people of \n\n15  Haiti, are much appreciated.  And we really \n\n16  appreciate you being here.  \n\n17               And with that, I look forward to \n\n18  the continuation of a growing Haitian community \n\n19  in New York State.  And with that, it's an honor \n\n20  to have you here today.  \n\n21               And, Mr. President, of course I'll \n\n22  be voting yes on the resolution. Our \n\n13  responsibility -- and I know we all agree -- is \n\n14  to protect the people who need protection the \n\n15  most.  The mentally and physically handicapped \n\n16  certainly fall into that category, in the homes \n\n17  that the state and a variety of nonprofit \n\n18  organizations operate.\n\n19               To bring to justice anybody who has \n\n20  been found guilty of abuses.  And we've seen \n\n21  story after story about those abuses.  \n\n22  Additionally, and equally as important, is to \n\n23  recognize the men and women who work in these \n\n24  facilities --\n\n25               ACTING PRESIDENT GRIFFO:   Excuse \n\n\f                                                               3004\n\n 1  me, Senator McDonald.  \n\n 2               May I please have some order in the \n\n 3  chamber to allow the sponsor to be able to \n\n 4  discuss his vote.  Thank you.\n\n 5               Senator McDonald.\n\n 6               SENATOR MCDONALD:   The point I'm \n\n 7  making is in addition to protection of the \n\n 8  clients, the patients, our family members, our \n\n 9  friends in these facilities, we want to bring to \n\n10  justice the people who have abused them.  \n\n11               Also, we want to make a point out \n\n12  of recognizing the men and women who work in \n\n13  these facilities every day, who are nothing short \n\n14  of being angels, decent people who are employed \n\n15  by us at the state facilities or the nonprofits \n\n16  and who are being tainted by unstable criminal \n\n17  activity from other people.  So we too appreciate \n\n18  those folks, those angels that work with those \n\n19  special needs people.\n\n20               We also are going to get further on \n\n21  these issues and talk about training for these \n\n22  people, to bring them up and help them in the \n\n23  modern society that we live in, with the \n\n24  appropriate training.  \n\n25               But make no mistake about it, the \n\n\f                                                               3005\n\n 1  thrust here is to put the people in jail that \n\n 2  hurt somebody.  We will not allow anybody to hurt \n\n 3  anybody, anywhere, anytime in this state, whether \n\n 4  they be regular people or people with special \n\n 5  needs.  And I know you all agree with that, and \n\n 6  this is the first step toward that.  \n\n 7               So I want to personally thank each \n\n 8  and every one of you.  I especially want to thank \n\n 9  Majority Leader Dean Skelos for bringing this \n\n10  issue to bear and letting us push it right \n\n11  along.  Thank you, Leader.
