       AN  ACT in relation to directing the department of education, the office
         of children and family services and the department of health to  iden-
         tify  and  review  standards,  guidelines  and criteria for education,
         development or learning in programs

         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:

    1    Section  1.  The  department  of education, the office of children and
    2  family services and the department of health, each  shall  identify  and
    3  review existing standards, guidelines and criteria for education, devel-
    4  opment  or learning in programs under its jurisdiction for children from
    5  birth to five years of age including day care centers.
    6    S 2. The department of education, the office of  children  and  family
    7  services and the department of health shall submit one report which sets
    8  out:
    9    (a)  each department's or agency's review of its standards, guidelines
   10  and criteria as required in section one of this act;
   11    (b) the standards, guidelines and  criteria  identified  and  reviewed
   12  pursuant  to section one of this act that are aligned among all programs

S. 5650--D 2 1 under the jurisdiction of the department of education, the office of 2 children and family services and the department of health for children 3 from birth through five years of age; 4 (c) the standards, guidelines and criteria identified and reviewed 5 pursuant to section one of this act that are not aligned among all 6 programs under the jurisdiction of the department of education, the 7 office of children and family services and the department of health for 8 children from birth through five years of age; and 9 (d) recommendations regarding the alignment of standards, guidelines 10 and criteria for education or learning among the programs under the 11 jurisdiction of the department of education, the office of children and 12 family services and the department of health. The report shall be 13 submitted to the governor, speaker of the assembly, temporary president 14 of the senate, and chairs of the assembly and senate education commit- 15 tees by June 30, 2013. 16 S 3. This act shall take effect immediately.
