AN ACT to amend the education law, in relation to creating  "the  school
  district finance security task force"

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Short title. This act shall be known and may  be  cited  as
"the school district finance security task force act".
  S  2. The education law is amended by adding a new article 9-A to read
as follows:
                               ARTICLE 9-A
               SCHOOL DISTRICT FINANCE SECURITY TASK FORCE
SECTION 430. SCHOOL DISTRICT FINANCE SECURITY TASK FORCE.
        431. MEMBERS.
        432. REPORT.
  S 430. SCHOOL DISTRICT FINANCE SECURITY TASK FORCE. 1. THERE IS HEREBY
CREATED THE SCHOOL DISTRICT FINANCE  SECURITY  TASK  FORCE  WHICH  SHALL
INVESTIGATE  THE  SECURITY  OF  SCHOOL DISTRICT BANK AND OTHER FINANCIAL
ACCOUNTS.
  2. THE TASK FORCE SHALL DEVELOP GUIDELINES  FOR  SCHOOL  DISTRICTS  TO
PROTECT  SCHOOL  DISTRICT FUNDS DEPOSITED WITH BANKS AND OTHER FINANCIAL
INSTITUTIONS AND OTHER INFORMATION RELATED TO SUCH  FUNDS,  FROM  THEFT,
INCLUDING  CYBER  THEFT,  AND OTHER ADVERSE CONSEQUENCES RELATED TO FUND
MANAGEMENT AND  FINANCIAL  TRANSACTIONS  AND  MAKE  RECOMMENDATIONS  FOR
LEGISLATION.
  3.  THE  TASK FORCE SHALL SOLICIT THE COOPERATION AND PARTICIPATION OF
COMPUTER SECURITY PROFESSIONALS AND EXPERTS RECOGNIZED FOR THEIR COMPUT-
ER EXPERIENCE, PROVIDED HOWEVER, NO FUNDING SHALL BE PROVIDED  FOR  SUCH
CONSULTATIONS.
  4.  THE TASK FORCE SHALL MEET AS NECESSARY TO FULFILL ITS RESPONSIBIL-
ITIES.
  S 431. MEMBERS. 1. THE TASK FORCE SHALL CONSIST OF THE COMMISSIONER OR
HIS OR HER DESIGNEE, THE STATE COMPTROLLER OR HIS OR HER  DESIGNEE,  THE
