BILL NUMBER:A10705 TITLE OF BILL: An act to amend chapter 777 of the laws of 1986, amend- ing the private housing finance law relating to small loans to owners of multiple dwellings to remove substandard or insanitary conditions, in relation to the effectiveness thereof SUMMARY OF PROVISIONS: This bill would extend the sunset provision of Section 696-a of Article 16 of the General Municipal Law, which grants municipalities the author-It to restructure the rents of dwelling units in municipally-owned Buildings which have been rehabilitated with the aid of a loan made Pursuant to chapter 613 of the Laws of 1996. REASONS FOR SUPPORT: Municipalities are currently authorized to restructure existing rents in Dwelling units in residential buildings owned by the private sector or By housing development fund companies that have received rehabilitation Loans and have completed rehabili- tation pursuant to Articles 8, 8A, 11 And 15 of the Private Housing Finance Law. Since 1996, Section 696-a of The General Municipal Law has also authorized rehabilitation loans for The development of affordable housing in municipally owned multiple Dwellings and the restructuring of rents following rehabilitation. LOPEZ -- read once and referred to the Committee on Housing AN ACT to amend chapter 777 of the laws of 1986, amending the private housing finance law relating to small loans to owners of multiple dwellings to remove substandard or insanitary conditions, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 6 of chapter 777 of the laws of 1986, amending the private housing finance law, relating to small loans to owners of multi- ple dwellings to remove substandard or insanitary conditions, as amended by chapter 134 of the laws of 2006, is amended to read as follows: S 6. This act shall take effect immediately; provided that the provisions of sections three, four and five of this act shall remain in full force and effect until and including June 30, [2010] 2014. S 2. This act shall take effect immediately; provided, however, that if this act shall have become a law after June 30, 2010, it shall be deemed to have been in full force and effect on and after June 30, 2010.
