AN  ACT to amend the public authorities law, in relation to creating the
  mobile high-technology training facilities program

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public  authorities  law  is amended by adding a new
section 3154-a to read as follows:
  S 3154-A.  MOBILE HIGH-TECHNOLOGY TRAINING FACILITIES PROGRAM.  1. THE
FOUNDATION IS HEREBY  AUTHORIZED  TO  CREATE  A  MOBILE  HIGH-TECHNOLOGY
TRAINING  FACILITIES  PROGRAM.  THE  PURPOSE  OF THE PROGRAM IS TO AWARD
MATCHING GRANTS ON A COMPETITIVE BASIS TO QUALIFIED APPLICANTS  FOR  THE
DESIGN,  DEVELOPMENT  AND/OR  OUTFIT  OF MOBILE HIGH-TECHNOLOGY TRAINING
FACILITIES THAT  COMPLEMENT  CERTIFICATE,  DEGREE  OR  OTHER  RECOGNIZED
CREDENTIALING PROGRAMS.
  2.  "QUALIFIED  APPLICANT"  MEANS  ANY  EDUCATIONAL  OR NOT-FOR-PROFIT
INSTITUTION  PROVIDING  CERTIFICATE,  DEGREE  OR   OTHER   CREDENTIALING
PROGRAMS  IN HIGH-TECHNOLOGY FIELDS INCLUDING, BUT NOT LIMITED TO, NANO-
TECHNOLOGY, BIOTECHNOLOGY, ADVANCED MANUFACTURING PROCESSES AND INFORMA-
TION TECHNOLOGY OR ANY OTHER FIELD DEFINED AS AN EMERGING TECHNOLOGY  BY
PARAGRAPH  (B) OF SUBDIVISION ONE OF SECTION THIRTY-ONE HUNDRED TWO-E OF
THIS ARTICLE.
  3. APPLICANTS SHALL SUBMIT AN APPLICATION TO THE FOUNDATION COMPRISING
A PLAN INCLUDING, BUT NOT LIMITED TO:
  (A) DEMONSTRATION THAT FUNDS AND/OR OTHER  IN-KIND  CONTRIBUTIONS  ARE
ENCUMBERED  IN AN AMOUNT NOT LESS THAN TWENTY PERCENT OF REQUESTED GRANT
AMOUNT;
  (B) THE DESIGN AND IMPLEMENTATION OF A FACILITY INCLUDING THE  USE  OF
SIMULATION-BASED EDUCATION AND TRAINING RESOURCES INCLUDING THE TYPES OF
MACHINERY, EQUIPMENT AND STAFFING LEVEL REQUIRED;
  (C) DEMONSTRATION OF A FLEXIBLE PROGRAM WHICH WOULD ALLOW FOR DIVERSI-
FIED JOB TRAINING SKILLS WITHIN A PARTICULAR INDUSTRY;
