Establishes a teacher preparation program to train and retrain teachers to prepare them for teaching assignments in areas having concentrations of low-income families; provides that the commissioner of education shall administer said program and provides the commissioner with various powers to assist him in carrying out such program such as entering into arrangements through grants or contracts with educational agencies.

LOPEZ -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing a teacher preparation program to strengthen the educational opportunities avail- able to children in low-income areas THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new article 62 to read as follows: ARTICLE 62 TEACHER PREPARATION PROGRAM SECTION 3040. STATEMENT OF PURPOSE. 3041. ESTABLISHMENT OF TEACHER PREPARATION PROGRAM. 3042. POWERS OF THE COMMISSIONER. 3043. COMPENSATION OF MEMBERS. S 3040. STATEMENT OF PURPOSE. THE PURPOSE OF THIS ARTICLE IS TO STRENGTHEN THE EDUCATIONAL OPPORTUNITIES AVAILABLE TO CHILDREN IN AREAS HAVING CONCENTRATIONS OF LOW-INCOME FAMILIES AND TO ENCOURAGE COLLEGES AND UNIVERSITIES TO BROADEN THEIR PROGRAMS OF TEACHER PREPARATION AND TO ENCOURAGE INSTITUTIONS OF HIGHER EDUCATION AND LOCAL EDUCATIONAL AGEN- CIES TO IMPROVE PROGRAMS OF TRAINING AND RETRAINING FOR TEACHERS, TEACH- ER AIDES, AND OTHER EDUCATIONAL PERSONNEL BY: (A) ATTRACTING AND TRAINING QUALIFIED TEACHERS WHO WILL BE MADE AVAIL- ABLE TO LOCAL EDUCATIONAL AGENCIES FOR TEACHING IN SUCH AREAS; (B) ATTRACTING AND TRAINING INEXPERIENCED TEACHER-INTERNS WHO WILL BE MADE AVAILABLE FOR TEACHING AND INSERVICE TRAINING TO LOCAL EDUCATIONAL AGENCIES IN SUCH AREAS IN TEAMS LED BY AN EXPERIENCED TEACHER; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
