THIELE -- read once and referred to the Commit- tee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to fees charged by the power authority of the state of New York; to direct the public service commission to study and report on the feasibility of creating smaller municipal electric companies on Long Island; and to repeal chapter 173 of the laws of 2013, amending the public authorities law relating to the powers and duties of the department of public service and the Long Island power authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Chapter 173 of the laws of 2013, amending the public authorities law relating to the powers and duties of the department of public service and the Long Island power authority, is REPEALED. S 2. (a) The public service commission is directed to study the feasi- bility and advisability of creating smaller municipal electric companies on Long Island. (b) This study shall result in a report, which shall detail the feasi- bility and advisability of creating smaller municipal electric companies on Long Island. The study and report shall be filed, on or before Decem- ber 31, 2017, with the governor, the director of the division of the budget, the speaker of the assembly, the temporary president of the senate, the chair of the assembly ways and means committee, the chair of the senate finance committee and the chairs of the assembly standing committee on corporations, authorities and commissions and the senate energy and telecommunications committee. Such study and report shall also be posted on the website of the public service commission by Decem- ber 31, 2017 and shall be deemed a public document. S 3. The public authorities law is amended by adding a new section 1005-b to read as follows: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
