AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
  that  persons  who  are under eighteen years of age and charged with a
  traffic violation must appear in court with a parent or guardian

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.    The  vehicle and traffic law is amended by adding a new
section 229 to read as follows:
  S 229. APPEARANCES BY MINORS. ANY PERSON WHO  IS  LESS  THAN  EIGHTEEN
YEARS OF AGE AND WHO IS CHARGED WITH VIOLATING A PROVISION OF THIS CHAP-
TER  SHALL NOT MAKE ANY COURT APPEARANCE UNLESS HE OR SHE IS ACCOMPANIED
BY HIS OR HER PARENT OR LEGAL GUARDIAN. SUCH  PERSON  MAY  NOT  MAKE  AN
APPEARANCE  BY  MAIL. IF SUCH PERSON IS REPRESENTED BY AN ATTORNEY, SUCH
PERSON AND HIS OR HER PARENT OR GUARDIAN MUST ACCOMPANY THE ATTORNEY  TO
EACH AND EVERY COURT APPEARANCE.
  S 2. This act shall take effect on the one hundred eightieth day after
it  shall  have  become  a  law, provided that the commissioner of motor
vehicles is immediately authorized and  directed  to  promulgate,  amend
and/or  repeal  any  rules  and  regulations  necessary to implement the
provisions of this act on its effective date.
