AN  ACT  to  amend  the  legislative law, in relation to term limits for
  members of the legislature

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The legislative law is amended by adding two new sections
2-a and 5-b to read as follows:
  S 2-A. LEGISLATIVE TERM LIMITS. MEMBERS OF THE STATE LEGISLATURE SHALL
NOT SERVE MORE THAN EIGHT YEARS IN EITHER THE SENATE OR THE ASSEMBLY.
  S 5-B. LEGISLATIVE LEADERSHIP POSITION TERM LIMITS. NO MEMBER  OF  THE
STATE  LEGISLATURE  SHALL  SERVE  AS AN OFFICER OR IN A SPECIAL CAPACITY
POSITION, AS DEFINED UNDER SECTION FIVE-A OF THIS ARTICLE, FOR MORE THAN
FOUR YEARS.
  S 2. This act shall take effect on the first of January next  succeed-
ing  the date on which it shall become law and shall apply to offices in
the legislature which commence on or after such effective date.
