  troller) -- read once and referred to the Committee on  Local  Govern-
  ments

            CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY

proposing an amendment to section 5 of article 8 of the constitution, in
  relation to the exclusion of indebtedness contracted for sewage facil-
  ities

  Section  1.    Resolved  (if  the  Senate concur), That paragraph E of
section 5 of article 8  of  the  constitution  be  amended  to  read  as
follows:
  E. Indebtedness contracted on or after January first, nineteen hundred
sixty-two   and   prior   to  January  first,  two  thousand  [fourteen]
TWENTY-FOUR, for the construction or reconstruction  of  facilities  for
the  conveyance, treatment and disposal of sewage. The legislature shall
prescribe the method by which and the terms and conditions  under  which
the  amount of any such indebtedness to be excluded shall be determined,
and no such indebtedness shall be excluded  except  in  accordance  with
such determination.
  S  2. Resolved (if the Senate concur), That the foregoing amendment be
submitted to the people for approval at the general election to be  held
in the year 2013 in accordance with the provisions of the election law.
