AN ACT relating to the Mount Vernon public library

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any other provision of law or any provision
of  the charter issued to the Mount Vernon public library by the univer-
sity of the state of New York on March 19, 1896:
  a. the Mount Vernon public library shall be deemed authorized  by  the
city of Mount Vernon;
  b.  the trustees of such Mount Vernon public library and their succes-
sors shall be appointed by the mayor of the city  of  Mount  Vernon  and
confirmed  by  the  Mount  Vernon  city council beginning with the first
vacancy occurring, by reason of the expiration of  a  term  or  for  any
other  reason,  after  the  effective  date  of  this  act.  Each person
appointed to a vacancy occurring by reason of the expiration of  a  term
shall  be  appointed for a term of 5 years, any person appointed to fill
an unexpired term shall be appointed to serve out such  unexpired  term;
and
  c.  the  trustees  shall report to the city council on or before March
31st of each year beginning with the calendar year following the  effec-
tive date of this act.
  S 2. This act shall take effect immediately.
