AN ACT to amend chapter 154 of the laws of 1921, relating  to  the  Port
  Authority  of  New York and New Jersey, in relation to the functioning
  of the port authority as an open, transparent and  accountable  inter-
  state public authority

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Legislative findings. The legislature  finds  and  declares
that:
  In  2005  and 2009, the state of New York enacted comprehensive legis-
lation to improve the practices of, and  increase  oversight  over,  the
state's  public authorities. As entities that are mostly publicly funded
and are created to provide an important public service or good,  it  was
important to increase and enhance the accountability and transparency of
the public authorities.
  The  public  authority  of  New York and New Jersey is a multi-billion
dollar company that  performs  and  provides  vital  transportation  and
infrastructure  functions  and  services in the state of New York. Since
the state of New York has jurisdiction  over  the  port  authority,  the
legislature  believes  that  the  port  authority should abide by and be
subject to the same laws as are currently imposed on all other New  York
state public authorities.
  It  is  in the best interest of the public that the states of New York
and New Jersey enact substantially identical legislation to ensure  that
