AN ACT to amend the education law, in relation to the universal  prekin-
  dergarten program and parental involvement

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph h and i of subdivision 7 of section 3602-e of the
education law, as amended by section 19 of part B of chapter 57  of  the
laws  of  2007,  are  amended  and a new paragraph j is added to read as
follows:
  h. provides staff development  and  teacher  training  for  staff  and
teachers  in all settings in which prekindergarten services are provided
pursuant to this section; [and]
  i. establishes a method for selection of eligible children to  receive
prekindergarten program services on a random selection basis where there
are  more  eligible  children than can be served in a given school year,
provided, however, that a school district that operated a targeted prek-
indergarten program in the base  year  may  use  the  selection  process
established for such program[.]; AND
  J. PROVIDES FOR STRONG PARENTAL INVOLVEMENT BY CREATING AND IMPLEMENT-
ING  PLANS  FOR ENGAGING FAMILIES IN HIS OR HER CHILD'S EARLY EDUCATION,
INCLUDING BUT NOT LIMITED TO:   PREKINDERGARTEN  ORIENTATION;  PARENTING
WORKSHOPS  ON  CHILD DEVELOPMENT; SPECIAL CLASSROOM EVENTS; PARENT MEET-
INGS REGARDING HIS OR HER CHILD'S INDIVIDUAL  NEEDS  AND  PROGRESS;  AND
OTHER ACTIVITIES THAT ENCOURAGE FAMILIES TO PARTICIPATE AS VOLUNTEERS OR
OBSERVERS.
  S 2. This act shall take effect immediately.
