CLARK -- read once and referred to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to requiring all playgrounds be equipped with live digital security systems with a live feed to the nearest law enforcement agen- cy THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 10-109 to read as follows: S 10-109 LIVE DIGITAL SECURITY SYSTEMS ON PLAYGROUNDS. 1. ANY PLAY- GROUND LOCATED IN A CITY WITH A POPULATION OF ONE MILLION OR MORE SHALL BE EQUIPPED WITH A LIVE DIGITAL SECURITY SYSTEM THAT SENDS LIVE FEED TO THE NEAREST LAW ENFORCEMENT AGENCY. 2. FOR THE PURPOSES OF THIS SECTION, "LIVE DIGITAL SECURITY SYSTEM" SHALL MEAN A SYSTEM WITH ONE OR MORE CAMERAS THAT PRODUCE LIVE DIGITAL VIDEO OF THE PLAYGROUND SUCH SYSTEM IS LOCATED IN. SUCH SYSTEM SHALL PRODUCE A LIVE VISUAL IMAGE VIEWABLE BY LAW ENFORCEMENT LOCATED AT THE NEAREST LAW ENFORCEMENT AGENCY. 3. FOR THE PURPOSES OF THIS SECTION, THE TERM "PLAYGROUND" SHALL MEAN AN AREA DESIGNED, EQUIPPED, AND SET ASIDE FOR PLAY OF SIX OR MORE CHIL- DREN WHICH IS NOT INTENDED FOR USE AS AN ATHLETIC PLAYING FIELD OR ATHLETIC COURT, AND SHALL INCLUDE ANY PLAY EQUIPMENT, SURFACING, FENC- ING, SIGNS, INTERNAL PATHWAYS, INTERNAL LAND FORMS, VEGETATION, AND RELATED STRUCTURES.
