Section 256 of the education law is amended by adding a new subdivision 3 to read as follows: 3. BOARDS OF COOPERATIVE EDUCATIONAL SERVICES (BOCES), SCHOOL DISTRICTS OR REGIONAL INFORMATION CENTERS (RICS) ARE HEREBY AUTHORIZED TO ENTER INTO CONTRACTS WITH PUBLIC OR ASSOCIATION LIBRARIES AND LIBRARY SYSTEMS FOR THE PURPOSE OF PROVIDING TELECOMMUNICATIONS SERVICES INCLUD- ING, BUT NOT LIMITED TO, INTERNET AND TELEPHONE SERVICES. ANY SUCH PROPOSED CONTRACT SHALL BE SUBJECT TO THE REVIEW AND APPROVAL OF THE COMMISSIONER, WHO MAY ONLY APPROVE SUCH PROPOSED CONTRACT WHEN, IN THE COMMISSIONER'S OPINION, SUCH CONTRACT WILL RESULT IN A COST SAVINGS OR MORE ECONOMICAL UTILIZATION OF RESOURCES FOR EITHER PARTY INVOLVED IN THE CONTRACT.
