AN  ACT  to  amend  the  administrative code of the city of New York, in
  relation to requiring  a  sex  crime  safety  program  for  commercial
  passenger drivers

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The administrative code of the city of New York is  amended
by adding a new section 19-544 to read as follows:
  S 19-544 SEX CRIME EDUCATION PROGRAM. THE COMMISSIONER SHALL DEVELOP A
PROGRAM  THAT  WILL  EDUCATE  DRIVERS  OF  TAXICABS, COACHES, WHEELCHAIR
ACCESSIBLE VANS, COMMUTER VANS AND FOR-HIRE VEHICLES ON THE  DANGERS  OF
PROSTITUTION  AND  THE  LEGAL  RAMIFICATIONS OF TRAFFICKING PROSTITUTES.
COMPLETION OF SUCH PROGRAM BY SUCH DRIVERS SHALL BE  A  REQUIREMENT  FOR
INITIAL LICENSURE AND SUBSEQUENT LICENSE RENEWAL.
  S  2. This act shall take effect six months after it shall have become
a law.
