AN  ACT  to amend the social services law, the New York city charter and
  the administrative code of the city of New York, in relation to  local
  planning  board  review of proposed homeless projects and public hear-
  ings thereon

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 11 of section 43 of the social services law, as
amended  by  chapter  458  of  the  laws  of 1986, is amended to read as
follows:
  11. The municipality, not-for-profit corporation or subsidiary  there-
of,  public corporation or charitable organization or subsidiary thereof
seeking financial assistance pursuant  to  this  article  shall,  within
thirty  days  of  its  application for such assistance, notify the local
planning board, as defined by section twenty-seven of the  general  city
law,  section  two hundred seventy-one of the town law, section 7-718 of
the village law, or section [eighty-four] EIGHTY-FIVE of the charter  of
the  city  of New York, appropriate for the geographic area in which the
proposed homeless project would be located, and shall provide such board
with information regarding the proposed homeless project.  UPON  RECEIPT
OF  SUCH  INFORMATION REGARDING THE PROPOSED HOMELESS PROJECT, THE LOCAL
PLANNING BOARD SHALL PROMPTLY FIX A  DATE  FOR  THE  COMMENCEMENT  OF  A
PUBLIC HEARING THEREON, PURSUANT TO SECTION TWENTY-SEVEN-A OF THE GENER-
AL CITY LAW, SECTION TWO HUNDRED SEVENTY-FOUR-A OF THE TOWN LAW, SECTION
7-725-A  OF THE VILLAGE LAW, OR SECTION EIGHTY-FIVE OF THE NEW YORK CITY
CHARTER.
  S 2. Paragraph 8 of subdivision a of section 197-c  of  the  New  York
city charter, as amended by the general election of the city of New York
for the year 1989, is amended to read as follows:
