AN ACT in relation to creating a special landmark commission in Staten
Island to grant tax credits for the preservation of certain historic
structures
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. 1. There is hereby created a special landmark commission in
the borough of Staten Island to review and evaluate applications for
real property tax credits for the preservation of residential and
commercial structures deemed to be of sufficient architectural or commu-
nity value. Such structures need not qualify as historic structures, but
shall be evaluated by the commission to determine their significance to
the community. The commission shall promulgate rules for the application
and granting of tax credits and shall determine the amount of such cred-
it.
2. The landmark commission shall consist of the borough president of
Staten Island and the members of the city council. The chair of the
community board in whose community the property is located shall be
invited to serve on the commission to evaluate applications for property
in such community.
3. The commission shall develop and distribute or make available
application request forms.
4. A majority vote of the entire commission shall be required to grant
a credit.
S 2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law.
