AN  ACT to amend the vehicle and traffic law, in relation to the commis-
  sioner of motor vehicles' report on issuing drivers' licenses to immi-
  grants

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  200 of the vehicle and traffic law is amended by
adding a new subdivision 3 to read as follows:
  3. THE COMMISSIONER SHALL REPORT TO THE GOVERNOR AND  LEGISLATURE  ANY
PROCESS  AND/OR  FURTHER  LEGISLATIVE  ACTION  NECESSARY TO ALLOW AGENTS
ISSUING DRIVERS' LICENSES TO ACCEPT AS PRIMARY PROOF OF  IDENTIFICATION,
DOCUMENTS  RELATED  TO  AN  INDIVIDUAL'S  FEDERAL  IMMIGRATION STATUS AS
DEFERRED ACTION OR A REGISTERED PROVISIONAL IMMIGRANT. THIS REPORT SHALL
BE SUBMITTED TO THE GOVERNOR AND LEGISLATURE NO LATER THAN  JUNE  FIRST,
TWO THOUSAND SIXTEEN.
  S 2. This act shall take effect immediately.
