AN  ACT  to direct the department of environmental conservation to expe-
  dite cleanup efforts at the former Grumman Aircraft Engineering Corpo-
  ration facilities at Bethpage

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The department of environmental conservation shall expedite
the  design  and construction phases in regard to cleanup efforts at the
former Grumman Aircraft Engineering Corporation facilities in  Bethpage,
Town of Oyster Bay, Nassau County.
  S  2.  For  areas  of  the site in the design phase, the department of
environmental conservation will develop  construction  quality  control,
construction quality assurance, and contingency reports. Interim remedi-
al  measures will also be developed for both emergency and non-emergency
situations that may arise during the cleanup process.
  S 3. During the construction phase at the site, the plans described in
section two of this act will be followed  accurately  and  in  a  timely
manner  to remove potentially harmful chemicals from the site and reduce
threats to the public health.
  S 4. This act shall take effect immediately.
