AN ACT to amend the New York state urban development corporation act, in
  relation  to  establishing  a permanent office of cross regional small
  business alliance, and providing for its powers and duties

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Section 1 of chapter 174 of the laws of 1968, constituting
the New York state urban development  corporation  act,  is  amended  by
adding a new section 16-w to read as follows:
  S  16-W.  OFFICE  OF CROSS REGIONAL SMALL BUSINESS ALLIANCE.  1. THERE
SHALL BE ESTABLISHED A PERMANENT OFFICE OF CROSS REGIONAL SMALL BUSINESS
ALLIANCE WITHIN THE NEW YORK STATE EMPIRE STATE DEVELOPMENT CORPORATION.
  2. THE OFFICE SHALL CONSIST OF  SEVEN  MEMBERS,  TO  BE  APPOINTED  AS
FOLLOWS:
  (A) THREE MEMBERS SHALL BE APPOINTED BY THE GOVERNOR;
  (B) TWO MEMBERS SHALL BE APPOINTED BY THE SPEAKER OF THE ASSEMBLY; AND
  (C)  TWO  MEMBERS SHALL BE APPOINTED BY THE TEMPORARY PRESIDENT OF THE
SENATE.
  3. THE OFFICE SHALL OPERATE UNDER THE PURVIEW OF THE  NEW  YORK  STATE
EMPIRE  STATE  DEVELOPMENT  CORPORATION  TO  FOSTER PARTNERSHIPS BETWEEN
SMALL BUSINESSES FROM DIFFERENT  REGIONS  OF  NEW  YORK  STATE  FOR  THE
PURPOSE  OF  ALLOWING  THOSE BUSINESSES TO GROW AND CREATE MORE NEW YORK
JOBS.
  4. THE OFFICE SHALL:
  (A) ESTABLISH AN OFFICE VERSED IN THE ECONOMIES OF EACH REGION OF  THE
STATE  THAT  WORKS  TO  CONNECT  REGIONS  THAT CAN MUTUALLY SUPPORT EACH
OTHER, SO THAT SMALL FOOD BUSINESSES WILL KEEP  THEIR  BUSINESS  IN  THE
STATE WHEN THEY NEED FOOD PROCESSERS;
  (B)  FOSTER  NATURAL  RELATIONSHIPS  BETWEEN URBAN AREA BUSINESSES AND
UPSTATE AND WESTERN NEW YORK, STRENGTHENING  LOCALLY  GROWN,  MADE,  AND

AN ACT to amend the economic development law, in relation to  establish-
  ing a cross regional small business partnership program

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 11 of section 134 of the  economic  development
law,  as added by chapter 361 of the laws of 2009, is amended to read as
follows:
  11. provide assistance to small business in the state, and  facilitate
access  to  programs  serving  small business, to ensure that such busi-
nesses benefit, as needed, from technical,  managerial,  financial,  and
general  business  assistance;  training;  marketing;  organization  and
personnel skill development; project management  assistance;  technology
assistance;  bond and insurance education assistance; and other business
development assistance. In addition, either independently or in conjunc-
tion with other state agencies:
  (a) develop a clearinghouse of information on  programs  and  services
provided by entities that may assist such businesses; [and]
  (b)  seek  to  maximize  utilization  by small businesses of available
federal resources including but not limited to  federal  grants,  loans,
loan  guarantees,  surety  bonding guarantees, technical assistance, and
programs and services of the federal small  business  administration[.];
AND
  (C)  DEVELOP  A CROSS REGIONAL SMALL BUSINESS PARTNERSHIP PROGRAM THAT
SEEKS TO FOSTER PARTNERSHIPS BETWEEN  SMALL  BUSINESSES  FROM  DIFFERENT
