Provides that the commissioner of health shall not issue, renew or amend any operating certificate for Glen Cove hospital that will result in the removal, elimination or substantial change in capacity of services at such hospital unless there is a public hearing where it is determined that removal, elimination or substantial change shall not have a negative effect on Glen Cove hospital.

AN  ACT  in relation to the issuance of an amended operating certificate
  for Glen Cove Hospital

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Notwithstanding any other provision of law, rule or regu-
lation to the contrary, the commissioner  of  health  shall  not  issue,
renew  or amend any operating certificate for Glen Cove hospital, Nassau
county, that will result in  the  removal,  elimination  or  substantial
change  in capacity of orthopedic services at such hospital unless after
a public hearing, convened by the commissioner of health and held within
the community served by Glen Cove hospital, a determination and findings
are made that the removal, elimination or substantial change in capacity
of orthopedic services at such hospital shall not have a negative effect
on Glen Cove hospital and the community served by such hospital.
  S 2. This act shall take effect immediately.
