AN ACT to amend the executive law, in relation to  the  state  employees
  equal employment opportunity act

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The executive law is amended by adding a new  article  14-A
to read as follows:

TO PROVIDE EQUAL OPPORTUNITY IN EMPLOYMENT  FOR  ALL  EMPLOYEES  OF  THE
STATE  WITH  THE  SAME  PROTECTIONS PROVIDED TO EMPLOYEES IN THE PRIVATE
