BILL NUMBER:A9010 TITLE OF BILL: An act to amend the general municipal law, in relation to the Freeport community development agency PURPOSE: To amend the general municipal law in relation to the Freeport Community Development Agency. SUMMARY OF PROVISIONS: Section 1 amends section 620 of the general municipal law to allow the mayor to appoint members to the Freeport Community Development Agency. Section 2. Effective immediately. JUSTIFICATION: At the request of the Village of Freeport, this legis- lation would allow the Freeport Community Development Agency to comply with the Public Authorities Accountability Act of 2005. The act requires certain financial reporting and disclosure to the "local legislative body" within the agency's jurisdiction. In Freeport's case the legisla- tive body and agency's corporate structure are identical, making any reporting done by the agency essentially self reporting. This Legislation would allow the Mayor of the Village of Freeport to appoint four members to the Freeport community Development Agency, allowing them to fully comply with the Public Accountability Act of 2005.

HOOPER -- read once and referred to the Committee on Local Governments AN ACT to amend the general municipal law, in relation to the Freeport community development agency THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 620 of the general municipal law, as amended by chapter 169 of the laws of 1976, is amended to read as follows: S 620. Freeport community development agency. A community development agency, to be known as the Freeport community development agency, is hereby established for the accomplishment of any or all of the purposes specified in articles fifteen and fifteen-A of this chapter and in accordance with article eighteen of the constitution of the state of New York. It shall constitute a body corporate and politic, be perpetual in duration and consist of five members, including the mayor, who shall be its chairman, and [the four village trustees] WHO SHALL APPOINT THE OTHER FOUR MEMBERS OF SUCH COMMUNITY DEVELOPMENT AGENCY. It shall have the powers and duties now or hereafter conferred by article fifteen-A of this chapter upon municipal renewal agencies. It shall be organized in the manner prescribed by and be subject to the provisions of article fifteen-A of this chapter and the agency, its members, officers and employees and its operations and activities shall in all respects be governed by the provisions of such article.
