Authorizes funding for the consolidated local street and highway improvement program and establishes the dedicated highway and bridge trust fund; removes statutory references to the governor's office of regulatory reform; relates to use of funds in the sewage treatment program management and administration fund, the drinking water program management and administration fund, the drinking water revolving fund and the water pollution control revolving loan fund; requires penalties recovered by the commissioner of transportation, pursuant to the highway law, to be deposited into the dedicated highway and bridge trust fund; amends the transportation law, in relation to enacting a performance based bus inspection program; relates to commercial driver's licenses and medical certificates; relates to notes, bonds and other obligations of the MTA Triborough bridge and tunnel authority and NYC transit authority; establishes an additional retention rate for county clerks acting as an agent of the department of motor vehicles based upon internet transactions; relates to federal revenue; transportation of hazardous wastes; relates to the regulation of various fish and wildlife licenses, permits and fees; and repealing certain provisions of such law relating thereto; relates to seed testing; deletes provisions relating to testing by the NYS agricultural experiment station; provides for seed testing by the department of agriculture and markets or by a qualified laboratory upon payment of fees; relates to linked loans to eligible businesses that manufacture crops, livestock and livestock products; authorizes the department of health to finance certain activities with revenues generated from cable company assessments; provides that the commissioner of the department of agriculture and markets may enter into agreements for certain services, including, but not limited to, laboratory services and services relating to food and safety and inspection, animal health, invasive species control, the collection of samples for research studies and similar services relating to the duties and responsibilities of the department; relates to food processing license fees; repeals certain subdivisions and sections related thereto; authorizes and directs the New York State energy research and development authority to make a payment to the general fund; authorizes the NYS energy research and development authority to finance a portion of its research, development and demonstration and policy programs from assessments on gas and electric corporations; authorizes the state urban development corporation to sell or otherwise dispose of certain real property, in the borough of Manhattan, which is unnecessary for the operation of a convention center or any convention center hotel; relates to the effectiveness of section 2 of chapter 393 of the laws of 1994, relating to the powers of the UDC to make loans; extends permanently the provisions of the urban development corporation act relating to the empire state economic development fund; relates to the powers of the New York State Urban Development Corporation to make grants; relates to linked loans to eligible businesses that manufacture crops, livestock and livestock products; authorizes the department of health to finance certain activities with revenues generated from cable company assessments; increases the term of licensure and registration from two to four years; relates to presenting uncashed pari-mutuel vouchers within a prescribed period of time; relates to the employment of officials at harness race meetings; relates to recovery of state governmental costs from public authorities and public benefit corporations.
