BILL NUMBER:A9838 TITLE OF BILL: An act to amend the elder law, in relation to the naturally occurring retirement community supportive service program PURPOSE OR GENERAL IDEA OF BILL: To remove head of household require- ment from the definition of "Elderly Person" SUMMARY OF SPECIFIC PROVISIONS: Paragraph (b) of subdivision I of section 209 of the elder law is amended as follows: (b) "Elderly" or "elderly persons" shall mean persons who are sixty years of age or older [and who are heads of households]. JUSTIFICATION: Naturally Occurring Retirement Communities (NORC's) provide non-medical support and opportunities for socialization for older New Yorkers that reside within its service area. Local community matching funds shall allow for dues, fees for service, individual and community contributions in order to remain viable. This bill removes the head of house hold requirement that may prevent an adult over the age of 60 from participating in NORC supportive services. Allowing more people to participate in these important socialization programs will prevent social isolation ana delay institutionalization of elderly people. PRIOR LEGISLATIVE HISTORY: This is a New Bill FISCAL IMPLICATIONS: None to the State
