LEGISLATIVE RESOLUTION commending Michael J. Dowling upon the occasion
of his designation as recipient of the International Humanitarian Award
by Gift of Life, Inc.

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who would devote themselves to the welfare of the community and its
citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Michael J. Dowling upon the occasion of his designation as recipient of
the International Humanitarian Award by Gift of Life, Inc., to be cele-
brated at its 38th Anniversary Crusade of the Heart Gala on Friday, May
3, 2013, in Garden City, New York; and
WHEREAS, Born in Limerick, Ireland, Michael Dowling later came to the
United States to help support his large family and to attend college;
upon receiving his Masters degree in Public Welfare from Fordham Univer-
sity, he took a position as a Professor of Social Policy and Assistant
Dean at the Fordham University Graduate School of Social Services; and
WHEREAS, During the next 12 years, Michael Dowling served as Deputy
Secretary to the Governor and Director of Health, Education and Human
Services; he also served as Commissioner of the New York State Depart-
ment of Social Services; and
WHEREAS, A resident of Northport, Long Island, Michael Dowling is
currently a Board Member of the Institute for Healthcare Improvement and
a Board Member and Fellow of the New York Academy of Medicine; he has
served as Past Chairman and is currently a Board Member of the National
Center for Healthcare Leadership, Greater New York Hospital Association,
Healthcare Association of New York State and League of Voluntary Hospi-
tals; and
WHEREAS, Michael Dowling currently serves as chairman of the North
American Board of the Smurfit School of Business at University College
in Dublin; a recipient of numerous awards, he personally supports the
American Heart Association and various organizations overseas; and
WHEREAS, With him throughout have been his wife, Kathy, and their
children Brian and Elizabeth, all of whom feel privileged to be a part
of his life and rejoice in his achievements; and
WHEREAS, A true asset to society, Michael Dowling's distinguished
record merits the recognition and respectful tribute of this Legislative
Body; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Michael J. Dowling upon the occasion of his designation as
recipient of the International Humanitarian Award by Gift of Life, Inc.;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Michael J. Dowling.
