LEGISLATIVE  RESOLUTION  honoring Darcie Miller upon the occasion of her
designation as recipient of the 2013 Service Award by the Alcoholism and
Drug Abuse Council of Orange County

WHEREAS, Individuals who give of their time and energies and  serve  the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
  WHEREAS,  It  is  the  sense  of  this Legislative Body to acknowledge
outstanding individuals whose professional lives, personal endeavors and
community service are an example and inspiration  to  their  colleagues,
friends, and family; and
  WHEREAS,  Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body  is  justly  proud  to  honor
Darcie  Miller  upon the occasion of her designation as recipient of the
2013 Service Award by the Alcoholism and Drug Abuse  Council  of  Orange
County;  this  auspicious  occasion  will be celebrated at the Council's
27th Annual Service Awards Soiree, to be held  on  Thursday,  April  18,
2013, at F.E.A.S.T. at Round Hill in Washingtonville, New York; and
  WHEREAS,  Darcie  Miller, LCSW-R (Licensed Clinical Social Worker), is
the Commissioner of the Orange County Department of Mental Health; prior
to her appointment in March 2012, she served as the Department's  Deputy
Commissioner for seven years and has been part of Orange County's mental
health team for more than a decade; and
  WHEREAS,  Nearly  7,000 Orange County residents with a mental illness,
developmental disability, or substance abuse problems are served by  the
Department  of  Mental  Health  each  day;  the  Department  coordinates
programs with numerous private and  not-for-profit  partners  in  Orange
County; and
  WHEREAS,  As  Commissioner  of  the Orange County Department of Mental
Health, Darcie Miller oversees the County's  planning,  development  and
coordination  of  services in the fields of mental health, developmental
disabilities and chemical dependency; she is passionate  about  infusing
the  system  of  care  with  trauma  informed, culturally competent, and
recovery orientated values, and practices; and
  WHEREAS, Darcie Miller has had administrative responsibility for lead-
ing the development and assisting in facilitating a Sex Offender  Commu-
nity  Management  Task  Force, Orange County Middletown Court Connection
Project, serving as the Principal Investigator for the Children's Mental
Health  Initiative  System  of  Care,  Mental  Health  Juvenile  Justice
Projects,  and  participating  in bringing evidence based initiatives to
Orange County; and
  WHEREAS, Serving on many local and statewide committees, Darcie Miller
is a member of the multi-disciplinary Orange County team  which  focuses
on  youth needs in the community, as well as on the SUNY Orange Advisory
Committee, the Medical Reserve Corp, and the Cultural Equity Task Force;
and
  WHEREAS, In addition, Darcie Miller is a member of "Team  Orange"  and
has  become Lean Six Sigma Green Belt certified, implementing efficient,
cost effective, and exemplary  government  practice;  she  was  recently
elected  Treasurer  of  the  New  York  State Conference of Local Mental
Hygiene Directors, Inc.; and
  WHEREAS, Darcie Miller received her Masters in  Social  Work  and  her
Bachelors  of  Science  degrees from the State University of New York at
Buffalo; and
  WHEREAS, Darcie Miller and her husband James Ferraro  are  parents  to
his  son,  Matthew, and their daughter, Angelina, and son, Anthony, with
whom they enjoy camping and spending time outdoors; and

  WHEREAS, Throughout the entire period of her professional and communi-
ty service, a period of  constructive  involvement,  Darcie  Miller  has
stood  constant  in  dignity,  good  grace and humor, and has earned the
respect and admiration of her colleagues, family and friends; and
  WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Darcie Miller has displayed through-
out her life; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Darcie Miller upon the occasion of her designation as recipient of
the 2013 Service Award by the  Alcoholism  and  Drug  Abuse  Council  of
Orange County; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Darcie Miller.
