LEGISLATIVE RESOLUTION honoring Mayor Marcia Miller upon the occasion of
her retirement after 24 years of distinguished service to the Village of
Greene, New York

WHEREAS,  This  Legislative  Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the  stat-
ure of the State of New York; and
  WHEREAS,  Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body  is  justly  proud  to  honor
Mayor  Marcia  Miller upon the occasion of her retirement after 24 years
of distinguished service to the Village of Greene, New York; and
  WHEREAS, A lifelong resident of Greene, New York,  Marcia  Miller  was
born one of six children to Rachel and Bill Eckert; in addition, she was
one of the last children born at Greene Hospital; and
  WHEREAS,  A 1970 graduate of Greene Central High School, Marcia Miller
played for the school's field hockey team; upon  graduation,  she  began
working  for MacCrabie's Auto Parts where she was one of the first women
to serve on its parts counter; and
  WHEREAS, Marcia Miller met her future husband,  Byron,  of  40  years,
while  running  an errand on Genesee Street; a business owner, she owned
and operated Chenango Street Liquors for nine years, and ran a  success-
ful wallpapering business for over 10 years; and
  WHEREAS,  Marcia  Miller  made a run for Village Trustee and served on
the board for over 20 years; in 2007, she was installed as  the  Village
of  Greene's  first  female mayor; since taking office, she has rendered
faithful, conscientious and valuable service to the Village; and
  WHEREAS, During Marcia Miller's span of  service  to  the  Village  of
Greene,  the local area was subject to major floods; during those times,
she spent countless hours working with local organizations to get Greene
back into its proper form; and
  WHEREAS, Serving as a Village Trustee from  1989-2006,  Marcia  Miller
oversaw  a new fire station built in 2005, a new river bridge in 1998, a
sewer plant upgrade, a lift station upgrade, and the  design  of  a  new
well project; and
  WHEREAS, While serving as Mayor of the Village of Greene, Marcia Mill-
er  began the "Mayor for the Day" program in 2008 where a middle or high
school student from the Greene Central School District  is  picked  from
the  Community  Halloween  Dance; the student is chosen if they meet the
mayor's food goal for the food bank; and
  WHEREAS, During her mayoral term, Marcia Miller facilitated the Commu-
nity Clothing Bank at the village offices; she was also involved in  the
creation  of  the  Greene  Inter Municipal Parks Complex, along with the
"Cruise In" program which takes place every other Thursday night in  the
Center of the Village during the summer months; and
  WHEREAS,  A loving fan of Elvis, Mayor Marcia Miller served as a dedi-
cated Girl Scout Leader for many years; active in her church, she  is  a
dynamic  supporter  of  the Greene Labor Day Picnic Association and, for
over 40 years, has operated a tent for the organization, a tradition she
started with her father and continued even after his passing; and
  WHEREAS, A tremendous facilitator and leader in  every  sense  of  the
word,  Mayor  Marcia  Miller  has  always been very open to listening to
everyone's point of view; she is a true asset to society; and
  WHEREAS, Along with her husband, Byron, with her throughout have  been
their  children,  Sean  and  Rachel, all of whom feel privileged to be a
part of her life and rejoice in her achievements; and
  WHEREAS, In the faithful performance of her duties Mayor Marcia  Mill-
er's  ongoing  endeavors  and  notable  achievements  have significantly

contributed to bettering the quality of  life  in  her  community;  now,
therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Mayor Marcia Miller upon the occasion of her retirement  after  24
years  of  distinguished service to the Village of Greene, New York; and
be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Mayor Marcia Miller.
