LEGISLATIVE  RESOLUTION honoring Margaret Diggs upon the occasion of her
designation as the recipient of the Honorable Anthony V.  Cardona  Award
by the Friends of the Albany Children's Center

WHEREAS,  Individuals  who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
  WHEREAS, It is the sense  of  this  Legislative  Body  to  acknowledge
outstanding individuals whose professional lives, personal endeavors and
community  service  are  an example and inspiration to their colleagues,
friends, and family; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Margaret Diggs upon the occasion of her designation as the recipient  of
the  Honorable  Anthony  V.  Cardona  Award by the Friends of the Albany
Children's Center; this auspicious occasion will be  celebrated  at  the
Center's  20th  Annual Reception, to be held on Tuesday, April 23, 2013,
at the New York State Bar Association Great Hall in  Albany,  New  York;
and
  WHEREAS, Margaret Diggs is the Executive Director of the Albany County
Department  for  Children,  Youth  and  Families - Youth Bureau; she was
formerly the Director of Substance Abuse  Prevention  Services  for  the
Albany  County  Department  of  Mental Health and for the Department for
Children, Youth and Families; and
  WHEREAS, A founding member of the Advisory  Committee  for  the  Chil-
dren's  Center at Albany Family Court, Margaret Diggs' dedicated service
enriched the lives of the children and families served by the Center and
helped ensure that the Center's services would be available to  families
at a critical juncture of their lives; and
  WHEREAS,  Margaret  Diggs  is  the  President  of the Albany Community
Action Partnership; the Partnership is dedicated to ensuring that  chil-
dren  are cared for by professional staff specifically trained to handle
difficult issues that may arise during court proceedings, and  to  serve
as a resource to assist families in crisis; and
  WHEREAS,  As  Board  President of the Albany Community Action Partner-
ship, Margaret Diggs has provided extraordinary  leadership  and  volun-
teered countless hours to carry out the Partnership's mission of helping
people and changing lives; and
  WHEREAS,  Margaret  Diggs has extensive experience serving on not-for-
profit boards of directors, including the St.  Joseph's  Housing  Corpo-
ration,  Capital  District  Community Gardens, Capital District New York
Chapter of the Association of Black Social Workers,  Camp  Opportunities
Inc.,  Upper  Hudson  Planned  Parenthood,  Holding  Our Own: A Fund for
Women, New York State Coalition Against Sexual Assault, Albany Y.W.C.A.,
Boys and Girls Club of Albany, Council of Community  Services  NENY  and
Cornell Cooperative Extension of Albany County; and
  WHEREAS, Throughout the entire period of her professional and communi-
ty  service,  a  period  of constructive involvement, Margaret Diggs has
stood constant in dignity, good grace and  humor,  and  has  earned  the
respect and admiration of her colleagues, family and friends; and
  WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual  for  the  benefit  of  others  which  Margaret  Diggs has displayed
throughout her life; now, therefore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
honor Margaret Diggs upon the occasion of her designation as the recipi-
ent  of  the  Honorable  Anthony  V. Cardona Award by the Friends of the
Albany Children's Center; and be it further

  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Margaret Diggs.
