LEGISLATIVE  RESOLUTION  mourning  the death of Emanuel Axelrod, distin-
guished citizen and devoted member of his community

WHEREAS, It is the custom of this Legislative Body  to  pay  tribute  to
citizens  of  the  State  of  New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
  WHEREAS, Emanuel "Manny" Axelrod, of Newburgh, New York, a man full of
passion, integrity, courage, and pride in his family, died on March  21,
2013; and
  WHEREAS,  This  extraordinary gentleman, who was born in Brooklyn, New
York, in 1938, lived in Newburgh for 34 years where he served as  Orange
County,  New York District Superintendent of Schools and Executive Offi-
cer of B.O.C.E.S. for 19 years; and
  WHEREAS, Emanuel Axelrod distinguished himself in his  profession  and
by his sincere dedication and substantial contribution to the welfare of
his community; and
  WHEREAS,  Emanuel  Axelrod  was an educational leader who worked tire-
lessly for the children and adults of Orange  County;  he  significantly
enhanced programs for children with special needs and for those in occu-
pational  education,  as  well  as  spearheaded the drive to build world
class facilities on the B.O.C.E.S. campus in Goshen, New York; and
  WHEREAS, In addition, Emanuel Axelrod pioneered a program for pregnant
and parenting teens, inmate education programs in the county jail, and a
self-funded insurance plan for all school districts  in  Orange  County;
and
  WHEREAS,  After retiring from public education, Emanuel Axelrod became
a consultant with Arthur Anderson, where he specialized in reengineering
troubled school districts; and
  WHEREAS, Emanuel Axelrod's commitment to excellence, and his spirit of
humanity, carried over into all fields of enterprise, including charita-
ble and civic endeavors; and
  WHEREAS, Emanuel Axelrod served as  a  board  member  for  Hospice  of
Orange  County,  Occupations  Inc.,  St. Luke's Hospital, and the United
Way; and
  WHEREAS, An avid golfer, Emanuel Axelrod was a member of the  Powelton
Club in Newburgh, New York; and
  WHEREAS, As significant as his professional achievements were, Emanuel
Axelrod regarded his family as his greatest legacy; he instilled in them
his values of family, education, and service; and
  WHEREAS,  Emanuel Axelrod is survived by his wife of 53 years, Elaine;
and three daughters, Sheryl (Zanne), Ellyn (Pat), and Sue (Ed); as  well
as four grandchildren, Matthew (Casey), Jessie, Lizzy, and Johnny; and
  WHEREAS,  Armed  with  a  humanistic spirit and imbued with a sense of
compassion, Emanuel Axelrod leaves  behind  a  legacy  which  will  long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
mourn the death of Emanuel Axelrod, distinguished  citizen  and  devoted
member of his community; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Emanuel Axelrod.
