LEGISLATIVE RESOLUTION honoring Kathleen Fenlon upon the occasion of her
retirement as Director of the Oswego City-County Youth Bureau

WHEREAS,  This  Legislative  Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the  stat-
ure of the State of New York; and
  WHEREAS,  It  is  the sense of this Legislative Body to recognize that
the quality and character of life in communities across New  York  State
are reflective of the concerned and dedicated efforts of those organiza-
tions  and  individuals that are devoted to the welfare of the community
and its citizenry; and
  WHEREAS, Attendant to such concern, and in full accord with its  long-
standing  traditions,  this  Legislative  Body  is justly proud to honor
Kathleen Fenlon upon the occasion of her retirement as Director  of  the
Oswego City-County Youth Bureau; and
  WHEREAS,  Kathleen Fenlon was awarded a certificate of appreciation by
the Oswego County Legislature's Human Services Commission,  for  her  35
years of service; and
  WHEREAS,  Kathleen  Fenlon  began  working with Oswego County in 1972,
holding various positions including, counselor in  employment  training,
employment  training  specialist,  vocational counselor, and director of
administrative services; and
  WHEREAS, Kathleen Fenlon was committed to Oswego  County's  youth  and
dedicated to providing the services needed to help them achieve success;
and
  WHEREAS,  Kathleen  Fenlon  was  known  for her prolific grant writing
abilities, and her abilities as a leader and a manager; and
  WHEREAS, Kathleen Fenlon also served as treasurer and executive  board
member  of  the  State  Association  of  Youth Bureaus, president of the
United Way Board of Directors, president and vice-president of the Oswe-
go City School District board of education, and was a member of numerous
other organizations, including, Integrated Community Planning of  Oswego
County,  Workforce  Development  Board,  Weston  Hyde Foundation, Zonta,
Oswego County Child Care Council, Child Protection Advisory Council  and
the Take Charge Coalition; and
  WHEREAS,  Kathleen  Fenlon  has  rendered  faithful, conscientious and
valuable service to Oswego  County,  serving  with  loyalty,  honor  and
distinction; now, therefore, be it
  RESOLVED,  That  this  Legislative  Body pause in its deliberations to
honor Kathleen Fenlon upon the occasion of her retirement as Director of
the Oswego City-County Youth Bureau; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Kathleen Fenlon.
