LEGISLATIVE  RESOLUTION honoring Trooper Rajindra Boodhoo upon the occa-
sion of his designation as the recipient of a Superintendent's Commenda-
tion Award at the 37th Annual New York State Police Awards Day  Ceremony
on May 16, 2013

WHEREAS,  The  quality  and  sanctity  of  community  life are cherished
values, worthy of safeguarding; this Legislative Body is moved to  honor
those  who  preserve and protect such values, lauding particularly their
unwavering courage and dedication in  the  daily  performance  of  their
duties; and
  WHEREAS,  Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body  is  justly  proud  to  honor
Trooper Rajindra Boodhoo, of Troop F in Monroe, New York, upon the occa-
sion of his designation as the recipient of a Superintendent's Commenda-
tion Award; and
  WHEREAS,  A Trooper since April 21, 2008, he will receive the award in
recognition of his outstanding police work at the 37th Annual  New  York
State  Police  Superintendent's Commendation and Awards Day Ceremony, to
be held at the New York State Police Academy in Albany on Thursday,  May
16, 2013; and
  WHEREAS, On August 17, 2012, at approximately 1:00 pm, Trooper Boodhoo
received a complaint about a 15 year old runaway; Trooper Boodhoo inter-
viewed  the juvenile's parents and determined that she may have fled the
area to New York City; Trooper Boodhoo contacted  Verizon  to  ping  her
cell  phone and learned that her last known location was on Harlem River
Drive in New York City; and
  WHEREAS, Trooper Boodhoo also reviewed her contacts on her account and
was able to make contact with a male subject in Maine who said the  girl
had  planned  to travel to the New York City Port Authority and to go to
Arizona or Nevada from there; and
  WHEREAS, Trooper Boodhoo contacted the Port Authority and faxed them a
recent picture of the girl; Port  Authority  personnel  advised  Trooper
Boodhoo that Nevada and Arizona are common child trafficking routes; and
  WHEREAS,  Other  Troopers, Trooper Lewin and Investigator Key traveled
to the last known location of the ping in an attempt to locate the girl,
with negative results, after which  Trooper  Boodhoo  asked  the  girl's
parents  to  bring in her laptop to be reviewed for any possible further
information; and
  WHEREAS, On August 24, 2012 the girl was located from the  IP  address
and  was  subsequently  found  in the basement of a Michigan home, being
held captive in a cage by the man was who had assisted  her  in  running
away; the man was arrested in Michigan with Federal and New York charges
pending; and
  WHEREAS,  The  dedicated  efforts  of public servants, such as Trooper
Boodhoo, who unselfishly devote their lives to the preservation of order
and the protection of others are worthy  of  the  full  praise  of  this
Legislative  Body  and  the people of the State of New York; now, there-
fore, be it
  RESOLVED, That this Legislative Body pause  in  its  deliberations  to
honor  Trooper  Rajindra Boodhoo upon the occasion of his designation as
the recipient of a Superintendent's Commendation Award at the 37th Annu-
al New York State Police Superintendent's Commendation  and  Awards  Day
Ceremony on May 16, 2013; and be it further
  RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Trooper Rajindra Boodhoo.
